Cesar Delaguila, M.D. (Nacogdoches)
On August 16, 2024, Dr. Cesar Delaguila agreed to an order requiring him to pass the Jurisprudence Examination within one year and complete 12 hours of continuing medical education, including four hours each in anger management, risk management, and ethics. The Board found that Dr. Delaguila made unwanted physical contact with a medical professional during a procedure.
Thaddeus Rex Tolleson, M.D. (Tyler)
Dr. Thaddeus Rex Tolleson also received disciplinary action, requiring him to pass the Jurisprudence Examination within one year and complete 16 hours of continuing education in medical record keeping or risk management and prescribing controlled substances. The Board found Dr. Tolleson improperly prescribed controlled substances to family members without immediate need or proper medical documentation.
Voluntary Surrender
Kim Elliot McMorries, M.D. (Nacogdoches) voluntarily surrendered his medical license following an investigation into his professionalism and alleged lack of informed consent in providing fertility treatments.

- Adrian Velez (Brownsville): Accused of impersonating a physician and performing Botox services without adequate supervision.
- Xin Yi Zhang (Sachse): Prohibited from practicing medicine after offering microneedling and Botox services without a physician license at Ibeauty Med Spa.
These disciplinary actions and cease-and-desist orders highlight the Board's ongoing efforts to protect public health and safety.
