A federal inmate in Texarkana has been sentenced to an additional 87 months in prison for trafficking drugs inside the Federal Correctional Institution (FCI) in Texarkana. U.S. Attorney Damien M. Diggs announced the sentence on September 11, 2024.
Verlan Perez, Jr., 36, of Dallas, pleaded guilty to conspiracy to distribute and possession with intent to distribute methamphetamine and buprenorphine. U.S. District Judge Robert W. Schroeder III imposed the sentence.
In March 2021, mail staff at FCI Texarkana intercepted two packages addressed to Perez, which contained buprenorphine. The investigation revealed Perez's conspiracy with Rosa Solano-Olivares to deliver methamphetamine into the prison. On October 30, 2021, during a visit to Perez, Solano-Olivares was found with methamphetamine, marijuana, and rolling papers in a women’s restroom at the facility. Perez was found responsible for distributing 43 grams of methamphetamine within the prison.
Perez's new sentence will run consecutively to his current 157-month federal sentence for drug trafficking imposed on January 30, 2019. Rosa Solano-Olivares, 41, was sentenced to 20 months in federal prison on July 16, 2024, for her involvement in the case.
The investigation was conducted by the Bureau of Prisons-FCI Texarkana, Texas Department of Public Safety Crime Lab, and the U.S. Drug Enforcement Administration Crime Lab. The case was prosecuted by Assistant U.S. Attorneys Allen Hurst and Lauren Richards.
