On July 23, 2024, the Texas Water Development Board (TWDB) approved financial assistance totaling $90,500,000 from the State Water Implementation Fund for Texas (SWIFT) program to the City of Greenville in Hunt County. The funds will be used for the planning, acquisition, design, and construction of a new water supply project.
The financial assistance is expected to save the City approximately $9,900,000 over the life of the loan. The project includes the development of a second water treatment plant, which will initially have a capacity of 12 million gallons per day and can be expanded to 24 million gallons per day to accommodate future water demands.
The TWDB is responsible for collecting and disseminating water-related data, supporting regional water and flood planning, and preparing state water and flood plans. The board also manages financial assistance programs for water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
The SWIFT program comprises two funds: the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Revenue bonds for SWIFT are issued through SWIRFT.
On August 27, 2024, the City Council of Greenville authorized the City to enter into a Financing Agreement with the TWDB to secure the $90,500,000 loan for the construction of the new water treatment facility.
The City of Greenville expressed gratitude to the TWDB and their staff for their support of the project and acknowledged the contributions of Lee M.
