On August 18, 2024, a Texas Department of Public Safety (DPS) trooper responded to a request for assistance from the Hopkins County Sheriff's Office concerning a possible DWI incident. Deputies had been dispatched to investigate a report of a reckless driver on SH-11.
The caller described a black passenger vehicle struggling to maintain its lane. Deputies located the vehicle and conducted a traffic stop. Inside, they found several empty "Four Loko" cans and two unopened cans.
The driver, identified as Wayne Decker, admitted to drinking 2-3 Four Lokos the previous night and finishing another upon waking at 7 AM. Decker displayed a strong odor of alcohol, was unsteady on his feet, and had slurred speech. The trooper conducted Standardized Field Sobriety Tests (SFSTs), noting 6 out of 6 clues in his eyes and multiple signs of intoxication during the Walk and Turn and One Leg Stand tests.
A background check revealed Decker's history of multiple DWI convictions. He was arrested for DWI-3rd or More Offense. Further search of the vehicle uncovered several firearms, including a handgun, shotgun, and rifle, leading to an additional charge of Unlawful Possession of a Firearm by a Felon. Decker was read the DIC-24 Statutory Warning and consented to provide a blood sample. The vehicle was towed by Fuller's Towing. Decker was taken to Christus Mother Frances Hospital, where he provided two blood samples, then transported to the Hopkins County Jail, booked, and later released to jail officials.
