On the morning of August 4, Eugene Horneman, 42, entered the Texarkana Walmart Supercenter located at 5010 N. State Line Ave. He began filling his shopping cart with various items, including crab legs, briskets, laundry detergent, and a vacuum cleaner, totaling over $850. Horneman exited the store without paying for any of these items. The entire incident was captured on the store's surveillance cameras, which enabled Texarkana Police Detective Jennifer Billingsley to identify Horneman within days and obtain an arrest warrant.
Horneman returned to the same Walmart on August 11, approximately one week later. This time, he focused on the grocery section of the store, particularly the meat department. Store employees, recognizing Horneman from the previous theft, contacted 911 immediately. As Horneman attempted to leave with another cart full of unpaid merchandise, including items worth over $800, a loss prevention employee intercepted him at the store’s exit and requested to see his receipt.
Realizing he was caught, Horneman abandoned the cart and fled across the parking lot. Officer James Harris, who had just arrived at the scene, observed Horneman fleeing and quickly apprehended him. Horneman was arrested for the outstanding theft warrant and also charged with a new theft offense related to the most recent incident.
Horneman was booked into the Bi-State Jail on two theft charges. A total bond of $10,000 was set for both offenses. As of the latest update, Horneman remains in custody at the Bi-State Jail.
