Texas Regulators Crack Down on Unlicensed Activity, Code Violations

The Texas Department of Licensing and Regulation (TDLR) has released details of recent enforcement actions, highlighting its commitment to consumer safety and the integrity of licensed professions.

TDLR, which maintains a public database of violations resulting in administrative orders, issued 11 cease-and-desist orders against First Premier Home Warranty for operating as an unregistered service contract provider in Texas.

In addition to the cease-and-desist orders, TDLR announced the following license revocations and suspensions:

  • Industrialized Housing and Buildings (Tyler): A company's registration was suspended for one year, and a $25,000 penalty was assessed for failure to comply with state building codes.
  • Electrician (San Antonio): An electrician's license was suspended for six months, and a $12,000 penalty was assessed for evading responsibility and failing to cooperate with an investigation. The licensee must also refund the client.
  • Air Conditioning and Refrigeration (Dallas): A contractor's license was revoked, and a $10,000 penalty was assessed for interfering with an investigation and misrepresenting services.
  • Massage Establishment (Corpus Christi): A license was revoked, and an $8,000 penalty was assessed for operating with an expired license, employing an unlicensed massage therapist, and allowing someone to live on the premises.
  • Massage Establishment (Houston): A license was revoked, and a $1,500 penalty was assessed for allowing someone to reside on the premises.
  • Massage Establishment (Austin): A license was permanently revoked, and a massage therapist received a lifetime ban for related violations. This establishment was previously subject to an emergency closure order in 2024.

TDLR emphasizes its commitment to consumer protection through active inspection and enforcement programs. The department urges consumers to:

  • Verify that service providers hold the appropriate licenses.
  • Report any unsafe or substandard work.
  • Be wary of providers who are reluctant to provide their license numbers.
  • Report unlicensed activity or file a complaint.
