Paris Man Arrested for Drug Possession and Public Intoxication; Sexual Assault Suspect in Custody

On the morning of Wednesday, February 5th, Dana Samwell Carmichael, 44, of Paris, was arrested in the 1800 block of Lamar Avenue after officers responded to a welfare concern. Carmichael was found unresponsive and appeared to be under the influence of an unknown substance. Police contacted Paris EMS, and as officers checked Carmichael’s belongings for identification, they discovered narcotics inside a bag. When EMS arrived, Carmichael regained consciousness and was unable to remember how he ended up at the location. Although he claimed ownership of the bag and a nearby bicycle, Carmichael denied knowledge of the narcotics. He was arrested for Public Intoxication and Possession of a Controlled Substance and was processed without incident.

In a separate incident on the same morning, officers responded to a report of a sexual assault in the southeastern area of Paris. The victim reported being physically assaulted by Steven Michael Harris-Mills, 38, of Paris. According to the victim, the altercation began as an argument that escalated. Harris-Mills allegedly took the victim’s phone to prevent them from calling the police, then choked and sexually assaulted them. He later took cash from the victim’s wallet before fleeing the scene. Evidence was collected at the scene, and the victim was transported to a medical facility for treatment. Police located Harris-Mills several blocks away and arrested him after questioning. He was charged with Aggravated Sexual Assault and Interference with an Emergency Phone Call. The case is still under investigation.
