The Texas Department of Public Safety (DPS) has announced two significant leadership appointments, both held by East Texas A&M University graduates. Freeman F. Martin will become the 14th DPS Director on December 1, 2024, while W. Nim Kidd will continue serving as Assistant Director and Chief of the Texas Division of Emergency Management.
Freeman F. Martin to Lead DPS as First Texas Ranger Director
Freeman Martin, a native of New Deal, Texas, brings 34 years of law enforcement experience to his new role. Martin, the first Texas Ranger in history to ascend to the position of DPS Director, began his career in 1990 as a Highway Patrol Trooper. Over the decades, he has held roles including Texas Ranger Captain, Deputy Director of Homeland Security Operations, and most recently, Senior Deputy Director.
Martin’s tenure at DPS includes leadership in crisis management, border security, and violent crime prevention. He played critical roles in high-profile cases such as the investigation into the Sutherland Springs mass shooting and the response to Hurricane Harvey.
“With a wealth of experience in law enforcement and a strong commitment to uphold the rule of law, Freeman Martin is the right choice to lead the Texas Department of Public Safety and will be instrumental to ensure the safety and security of Texans,” said Governor Greg Abbott.
A graduate of East Texas A&M University, Martin earned a Bachelor of Science in Criminal Justice, leveraging his extensive law enforcement training to complete the competency-based degree. He is also an alumnus of Northwestern University’s School of Police Staff and Command.
W. Nim Kidd Continues as Chief of Emergency Management
W. Nim Kidd, who has been with DPS since 2010, will continue his role overseeing Texas’ emergency preparedness, response, recovery, and mitigation efforts. Kidd’s career began with the San Antonio Fire Department, where he served in leadership roles on technical rescue and hazardous materials response teams.
Kidd’s expertise has been critical during disasters such as Hurricane Katrina and the 9/11 World Trade Center attacks. He holds a Bachelor of Applied Arts and Sciences from East Texas A&M and a Master of Public Administration from Texas State University.

Both Martin and Kidd credit East Texas A&M’s flexible degree programs for helping advance their careers. These programs offer working law enforcement professionals the opportunity to accelerate degree completion with credits for prior certifications and training.
